The errors occur when you open certain sites.As far as I can see the features which cannot get the resource strings are standard out of the box features.The resource strings themselves all look to be in core.resx which of course is present. I can't see what is preventing SharePoint from accessing them and why it is logging these errors.I originally thought it might be permissions but the app pool user for sharepoint has access to these files (I assume that this is the correct user).The farm is a fresh install but the content database which, when browsed, causes these errors has been restored from another farm.

I solve this problem in my case. This error is a result of incorrect work of the permissions. TaxonomyHiddenList was used with read permission for NT AUTHORITY\Authenticated Users (NT AUTHORITY\authenticated users) which was set up by installation process. And this permission do not work as need. After deletion and adding permissions for NT AUTHORITY\Authenticated Users (NT AUTHORITY\authenticated users) problem was solved. Guide: 1) Remove user permissions (NT AUTHORITY\Authenticated Users (NT AUTHORITY\authenticated users)) 2) Grand read permission for NT AUTHORITY\Authenticated Users (NT AUTHORITY\authenticated users)
