I configured RMS Service and check the "restrict permissions on this library on download" option in Information Rights Management Settings in a Document library for limit users to  download documents.(I choose "limit download" name for permission policy title)

when user clicks on pdf file, pdf file open in browser. Then user can go to file menu and click on "save as<download" and download this file. But I dont want this happen.can you help me to limit users to save as and download pdf or word files in document library in sharepoint 2013?
