So, I have about 400 packages I migrated from SCCM 2007 to SCCM 2012 R2 CU5.  I assign them to a DP group containing 4 DPs.  Some packages go to all DPs fine. Some to 3 outta 4, some 2 outta 4 etc.  I have tried replicating and re-replicating, but to no avail.  Here are some of the log entries from the PkgXferMgr.log on the site server:

Not sure if I am seeing one issue or multiple.  

The reason I am migrating and using the legacy pcakages is taht I have a very limited window to retire SCCM 2007. I don't have enough time to get the packages and builds created from scratch and my packagers do not now how to work with the new application models yet.

error 32: The process cannot access the file because it is being used by another process.

Ensure that you have set Antivirus exclusion for DP folders. Also please try to redistribute package after sometime.

We have also seen that for some packages it fails even after redistributing, in that case you may try to preload package initially & remove preload (prestage) setting once package is distributed.

you may also try to set software distribution component setting to 1 for maximum thread per package. Then restart sms distribution & package transfer component and try to redistribute package.

I have added the exclusions to AV and set the threads to 1. That appears to havae gotten things moving.  A lot has processed.  But I am still seeing a lot of these errors:
