All managers have Contribute access to a list. When a person tries to edit an item they receive a message that they have to activate their intranet account using our company credentials and an option to request access. I have set the item-level permissions as follows: Read access: All items Edit access: All items I am confused. If the above item-level permissions are set, why isn't this person able to edit an item?

After further research, the manager is not able to approve the item in the workflow. He received an email requesting his approval and when he clicks on the link he then gets the message to activate their intranet account using our company credentials and an option to request access.

I have figured this out. The list had inherited the parent site permissions and the person had limited access on the parent site.
