Issues with Sharepoint prompt when opening Documents

The Prompt for Read only  or Edit sometimes shows and sometimes does not show. This can be during using SharePoint2010. We have removed this from trusted sites as Guided by Microsoft. 

According to the OpenDocuments.ViewDocument3().  - this should appear.

However only sometimes appears.

After a resetting IE, this works consistently but after a while changes.

We have also applied the following: OpenDocumentsReadWriteWhileBrowsing in the registry but this still doesn't apply 

The Users are using a Mix between IE11, 10 with Office 2013 and Office 2010 on Windows 7.

Please has anyone got any ideas?

Do you get the same behaviour for all users irrespective of IE and office in use? Is the behaviour consistent after it changes to not showing the edit/read only options, do you get different behaviour for different documents and is it internally consistent for a single document?

When the prompt fails to open do you get different behaviour when you try to save the document, ie. does it normally prompt you to save back into the SharePoint library but instead now prompts you to save it locally?

No we do not get the same behavior.

One minute this will work for User A and USer B, but User C will not be able to work.

When this doesn't prompt this either Opens automatically or asks you to Open the using a prompt open or save.

No this doesn't prompt us when the Prompt works correctly, however at the moment this will prompt us to save the file.

Please help
