Is this possible to add event handler to Noteboard feature? How about Blogs and comments? Anyone knows how to do it?

Event handler questions go to the Programming forum, but please say what the "Noteboard feature" is. The only pieces I can find on this say that it is a SP 2010 web part which makes questions on it off topic here in the pre-SP 2010 forums.
