I have seen that in some articles that access the list data from some other site collection using CSOM/COM with in the same web application or from different web application is being considered as cross domain call. As per my knowledge it is not a cross domain call.

Actaully i am bit confused what is the cross domain in term of SharePoint. Could anyone one please help me to understand this?

You may saw the article that access SharePoint data from remote app, based on my understanding, app use a separate domain that different from SharePoint, access various sources in app needs communication with more than one domain. The cross-domain library is a client-side alternative in the form of a JavaScript file that is hosted in the SharePoint web site that you can reference in your remote app. More information:

I would suggest you to try to create an app in SharePoint to better understand this.
