I need to create a traditional failover cluster for SQL Server.

I am reading the following article:

Is it possible to use this article until the step CREATE THE WSFC CLUSTER to create a functional SQL Server failover cluster?(not apply PREPARE THE SQL SERVER INSTANCES FOR AVAILABILITY GROUP nor CREATE THE AVAILABILITY GROUP steps)
