We want to create a dashboard to show graphs/charts/pie from data generated by HP QC ALM/Jira 

Please let me know how we can establish connection/fetch data from HP ALM or Jira

In SharePoint, if you want to connect and fetch data from external system, you can call web service using Jquery ajax get data. Then you can use Jquery chart plugin to bind the data to chart.
