Hello every body...

I want to know the best practice for developing an web information collecting system, that has the following events:

decision maker request for info.

create data forms to be filled.

create statistics.

generate reports.

the main idea that we don't know what is the next request will be,  don't want to have duplicated data, and all related data should have a relationship between each other.
