Assume that I have deleted some files application and personal files. If I re-store system it will backup both application and personal files?

There is no need for such a backup. Click the Start globe, then Help, then type
System Restore to see exactly how System Restore works. On the other hand, System Restore will not restore the deleted personal files either.
