How to reset Remote Desktop on Windows 8.1?

I'm able to log on to Windows Server Essentials via xxx.remotewebaccess.com, from there I can see all PCs including the server, however when I click on any of the devices MSTSC opens but shows error:
"Remote Desktop can't connect to the remote computer for one of these reasons:
1) Remote access to the server in not enabled
2) The remote computer is turned off
3) The remote computer in not available on the network
Make sure the remote computer is turned on and connected to the network, and that remote access is enabled"

I already tried resetting the firewall and even with no firewall, removed Windows updates to the point where I was able to connect but got the same results.

I can connect (MSTSC) to another PC within my home without hipcups.

I can use another PC (W8.1) or even a VM (W7) on my Windows 8.1 PC and will connect up to the Server's Dashboard or any PC's Desktop on the office, so it's not the router's fault.

I don't want to reload Windows 7, Windows 8 (upgrade lic bought), then 8.1 just to fix this problem and spend two+ days installing and tweaking my PC. 

* All my versions of Windows are x64 Pro.

Hi,

Based on your description, I understand that you cant remotely connect to any other devices (client computer or server) in RWA.

Please refer to following steps and check if we can find some more clues. Those may help us to go further analyze this issue.

1. Check TCP port 3389 if it is blocked.

2. I already tried resetting the firewall and even with no firewall

Did you install any third-party security software? If installed, please temporarily disable firewall and third-party security software again. Then monitor the result.

3. Did you use an administrator account? If not, please attempt to logon RWA via administrator account, then check if this issue still exists.

4. On your Windows 8.1 client, type gpedit.msc on RUN to open Local Group Policy Editor. Then follow the path: Computer Configuration-> Administrative Templates-> Windows Components-> Remote Desktop Services-> Remote Desktop Session Host-> Connections-> Allow users to connect remotely using Remote Desktop Services. Check if this setting was set as Not Configured or Enabled.

5. Open Event Viewer and follow the path: Applications and Services Logs-> Microsoft-> Windows-> TerminalServices-LocalSessionManager and TerminalServices-RemoteConnectionManager. Please check if can find more clues. Those may help us to go further.

Did you install any third-party security software? If installed, please temporarily disable firewall and third-party security software again. Then monitor the result.
Using Malwarebytes (same on the VM and laptop#2 but no issues there). Tried placing Malwarebytes on disable mode, same result.

3. Did you use an administrator account? If not, please attempt to logon RWA via administrator account, then check if this issue still exists.
Yes, as tried as Admin

4. On your Windows 8.1 client, type gpedit.msc on RUN to open Local Group Policy Editor. Then follow the path: Computer Configuration-> Administrative Templates-> Windows Components-> Remote Desktop Services-> Remote Desktop Session Host-> Connections-> Allow users to connect remotely using Remote Desktop Services. Check if this setting was set as Not Configured or Enabled.
It is 'Not Configured', changed it to enable had same result, reverted to 'Not Configured'

5. Open Event Viewer and follow the path: Applications and Services Logs-> Microsoft-> Windows-> TerminalServices-LocalSessionManager and TerminalServices-RemoteConnectionManager. Please check if can find more clues. Those may help us to go further.

(In both cases the errors are from a very past days.)

I also tried on laptop#2 also W8.1 under a local user with no admin privileges and RDP was successful.
Based on that I copied all settings you mention on the list above but sadly enough it made no difference   :'(
I tested RDP from my main PC (on Network 'A') to the laptop#2 (on network 'B') and worked fine.
(I have 2 networks at home:  A:192.168.1.0  and B:192.168.60.0)
But for some reason when the VPN is established (I can see the list of PCs and Shared Folders) the tunnel is not connecting properly and I think that's why RDP fails.

hosts file in.../drivers/etc is clean.

The error code is from old events. So it might be correct as "This network connection does not exist" but when I establish the login at xxx.remotewebaccess.com no new events are logged.
I mentioned that I can do RDP to other networks, just not this one via xxx.remotewebaccess.com :(
