How to notify users when Change Request is Created and then Completed

I am trying to figure how to do the following:

1. When a Change Request is Approved and goes into an Active state, have it email out all Affected users of the what the change is, the Change Schedule, and what the impact will be, and then when complete, email them again notifying them that the change is complete.

2. Do the Same thing as above for just a Notification of Changes organizationally, like a New Vendor, or new IT policy.

Any guidance out there on how to do the
