How to grant a non-administrator user permissions to create new users (Non domain server)

Hi guys,

I'd like to give some users permissions to create new users on our FTP server. The server is in our DMZ and therefore not joined to the domain.

Is there a local security policy setting or something similar that controls who can create new accounts? I'd like to avoid giving them administrator permissions if at all possible.

 Hi

 On a non-domain server,only Local Administrators can do administrative proccess.(user create,delete user,add groups etc).Unfortunalety you need to add this user accounts on Local Administrators group on this non-domain server.
