How to get a picture on PC with win 8.1 from Nokia with win 8 and conection is wifi, said conection on internet, but noth have pictures

I try to conect Internet throught mobile with win 8. I conect but i cen not see pictures! when I go to Android I going to Internet with padnet+, which program i must have to see Internet on pC with win 8.1
