I want to create wiki page library using feature where I want to enable major versions with content approval.

So that I'll include this feature in site definition.

Any idea how to create custom wiki pages library using visual studio 2012?

According to your post, my understanding is that you wanted to create custom wiki pages library using Visual Studio 2012.
