How to convert windows folder with messages into PST file

This must be too easy or not possible. 

I received 6 folders (windows explorer folder) in a flash drive with several Emil messages in them and I was asked to create PST file for each folder.  Each folder represents a user.

4 of the folders had less than 200 items (messages) in them and I was able to manually create a PST file and copy and paste the messages OK.

2 of the folders have 2200 items in them and I cannot copy & paste them and I get this Error:

Cannot open file: F:\Flie.msg. The file may not exist, you may not have permission to open it, or it may be open in another program. Right-click the folder that contains the file, and then click Properties to check your permissions for the folder.

When I run outlook in safe mode I get this error:

You dont have appropriate permission to perform this operation.

I am using windows 7 sp1 32 bit and outlook pro plus 2010

Is there another way to create PST of these two folders?

How about the result when you move 1 or 2 .msg file from that 2 of folders to PST? I don't think this is a max limitation causes the failure. This might be the permission of folder. Please check if we've got the enough permission of these 2 folders or the msg files in them.

If no, please go to folder propeties > security > Advanced, add the proper permission and then test it again.

In addition, if these 2 folders are compressed or encrypted, that process would be failure either.

Initially I sorted 2220 messages by size and started moving 1200 messages starting with small size.  But then no matter i did keep getting permission denied.

Today I followed your direction added myself and domain admins to all folders, created a new pst, select all messages and got the same error again: 

You dont have appropriate permission to perform this operation

I tried to move two messages and they moved again.

i still cannot move the last 100 messages that have larger size 1.5 mb to 25 mb.

i tried to move the folder to different server, adding full permission, and still get the permission error:

No manual method is of any use here, you have to get MSG to PST Converter software, then you can import the msg files into PST. I had been in a similar phrase, so i know how to get out of it, you can download it from http://download.cnet.com/SoftSpire-MSG-to-PST-Converter/3000-2369_4-75692346.html
