Your best bet will probably be to try and convert it to an InfoPath form and then you can display it in the browser via forms services. I don't know much about Outlook 2003 forms, but InfoPath can import forms from Word and Excel, so if you can export your form to one of those you can then import it into InfoPath. You will probably need to redo any rules/functionality then in your new InfoPath form. Once you publish it to SharePoint you can then make it available for users to complete inthe browser.
