How to change the UI language?

We are testing Win10 that were installed with this ISO: "Windows10_InsiderPreview_x64_EN-US_10130.iso"

Now we want to use Chinese (Traditional) UI, but we couldn't find a way to do it.

In attached screenshot, it says a language pack is not available.

Note: the windows is not yet activated.

We installed all available windows update (and is still build 10130).

The screenshot you provided says it all. Chinese Traditional is not available in build 10130.

If your build 10130 is not activated, Windows Update will NOT give you new builds.

That is why you are still with 10130.

It is too late now. All pre-release product keys have been de-activated by Microsoft in preparation for July 29th release of Windows 10 RTM.

Please wait after July 29th and hopefully when dust is settled, you will have the chance to rectify the situation.

I have the current build 10240 and I have Chinese Traditional HK SAR installed in my system.

P.S. Where and When did you get that "Windows10_InsiderPreview_x64_EN-US_10130.iso" ?

The ISO was downloaded from MS official website last month. But we didn't use it until this week.
