I have a Project Server instance with hundreds of workplans published. Is there any automatic way to avoid charging hours via PWA if the task has not baseline set?

There is no OOB automated way of achieving this.

you can monitor either through Project Center View or custom reports that if the project baseline is saved or not. And then manually follow up with Project owner to get it done.

Also, what exactly you are trying achieve though?

  As mentioned in previous answer there is not OOB to restrict updates. I would suggest making it part of process or best practice in your Org. Keep it as part of your Project Mangers activity plan as soon as an activity/ plan is finalized and resources assigned baseline it.

  Or do not assign the resource till the activity is baseline.
