How to approve the content by Approver and Admin using sharepoint designer
Approvers who will be approving the content for each location. Initially the list of Approvers shall be provided by respective teams to XXXX team. Going forward Admin from respective teams shall be able to take care of the same in the tool

If you have different site for all group, they will have their own approves.
Later site owner\site collection owner can assign approves.
