In SharePoint online, If I deleted apps, it given a provision to restore the apps from Recycle bin. But in on-premise, it says you will not able to restore the apps from recyle bin. Why this much difference between onpremise and online?

As I tested in my SharePoint server 2013, when I remove an app from Site Contents, it will pop up:
After removing it, I can find it in Recyle bin:
I can also restore the app to site contents.
I wonder which app does the issue occurs to , is it an OOB app or an app you add from SharePoint store.

Balaji,You should configure the recycle bin in on-premise to get the deleted applications.Once the re-cycle bin is configured then you can able to retract the deleted items from there.please check the links below that explains more on the recycle bin.

This depends on the location where it is hosted.
