How disable the access and charged for Cellphones by USB

I tried to disable access to storage USB devices to computers on Windows 7, I changed the key USBSTOR record the value of 4, and works well for flash drives, but when I connect my cell phone via USB is loaded as a portable disk which causes users of the organization possess anyway the functionality of USB storage. Even disable autorun for all the devices (NoDriveTypeAutoRun = FF in the key HKEY_CURRENT_USER \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Policies \ Explorer).

The register values are unchanged included, so let me think that the cell phone is recognized as another type of device and not storage.
It is important to clarify that it was not necessary to install phone software before this process, but was done after applying changes

I did but the result is the same, the flashdrives are disabled, but the cellphones are enabled.
