How can we stop software inventory from turning off throttling: Throttling is now disabled for the current iteration of this task

After two hours throttling is turned off for software inventory - we then see clients with 100% disk utilisation and users complaining of slow response times.  We run software inventory every two weeks and we don't mind if it takes e.g. 8 hours -what we don't want is the process adversely affecting users.
