We need to have our HR department able to set or change the profile picture of anybody in you company.

I found a way to do that by giving HR access to the "User profile Service Application" but that gives them way to much access.I know that you can set an assistant to a user an then the assistant can make the change. Or also, I could, as an admin, make the change.

What I am really looking at is a way to set the profile picture from a custom page.

Is there an API that I could use to do that ? So I could create something where you upload a picture to the system and SharePoint create the 3 pictures (the small, medium and the large ones) ?

Also, I am synchronizing this picture into AD.

If you have any idea on how I could get started that would be great.

you can use PeopleManager.SetMyProfilePicture method to set the profile pic.
