A few days before the 7/29 roll out, Build 10240 hangs after pressing Restart; the computer green light stays on, the screen turns off. I must manually reset the computer to complete the restart process.

Any ideas?

So could you boot into Windows successfully?

If yes, please run startup repair to fix this issue:

Settings -> Update & security -> Recovery -> Advanced startup, click restart now to boot into recovery menu.

There please choose Troubleshoot -> Advanced options -> Startup Repair

After that to check the result.

If you cannot boot into Windows, press the Power button at the Windows login screen. Then, press and hold the SHIFT key on your keyboard and click Restart to boot into recovery menu.
