As I understand the deployment strategy currently all office locations require a server onsite running the PBX role.

As I understand the deployment strategy currently all office locations require a server onsite running the PBX role.
You could look at a cloud hosting provider as a solution if you don't have a server onsite connected to a SIP Trunk/Legacy PBX.

As Richard wrote, at the moment no enterprise voice to land line is offered through Office365.
You can choose a hosting provider or an smal on premise installation with this solution?

Office 365 will come with an enterprise voice solution, but this will take soem time.
