Hi, According to your description, the issue occurs when adding web part to a web page in SharePoint. Please go to the document library which hosts your current page (if you are under “publishing” feature enabled site, go to “pages” list). Then click settings-> document library settings-> versioning settings. There, you need to select “no” for “Require documents to be checked out before they can be edited?”. After click OK, try again.
