HELP, 24h delay between Alert creation and Alert activation

I have a big problem with one of our SCOM-Root-Server. Since some months we have a delay between the alert creation and the alert activation. So when we get an alert, it was a alert which happens one day before! The delay is about 24h.
I dont know where the problem could be, but the delay is only from alerts which we get from server of our customers. The server the same domain, our own server, dont have this problem. I checked the eventlog and it only show me two diffrent errors:
Error sending an SNMP GET message to IP Address x.x.x.x, Community String:=public, Status 0x6c.
One or more workflows were affected by this.

An alert couldn't be inserted to the database. This could have happened because of one of the following reasons:
- Alert is stale. The alert is generated by an MP recently deleted.
- Database connectivity problems or database running out of space.
- Alert received is not valid.

I checked the SQL-database and it should be all ok with, we have enough space and there is no database-size limit. I also installed the 2 hotfixes on our SCOM-Server also on the most server of our customers (gateway & agents) but the problem is still
here.Interessting is, when I disable the SCOM-service on one Server of our customers I don't the a "heart beating health error" in SCOM-console, but when I disable the scom service on the customers SCOM-gateway I get the "heat beating
health error" from each server which is managed over the gateway server.
