Granting anonymous access only on a list when the site is configured to use Windows Auth on a WSS v3 site
Thanks Paul. After following the below and then get to number 5 and Edit Permissions i don't get to see the dialog box which is displaying information to me that you are about to create unique permissions for this list I had permissions already on this list. Thanks Enable anonymous access for individual lists Go to the home page of your Web site and, in the left navigation pane, click View All Site Content . Click the list on which you want to enable anonymous access. On the Settings menu, click List Settings . On the Customize List page, in the Permissions and Management section, click Permissions for this list . On the Permissions page, on the Actions menu, click Edit Permissions . A dialog box is displayed informing you that you are about to create unique permissions for this list. Click OK . On the Settings menu, click Anonymous Access . Select permissions for users who have anonymous access to the list, and then click OK . At this point, users have anonymous access to the list you have configured. You can control whether users have anonymous access to other lists, the home page, or other pages on this site.

It works the same way on WSS V3 as it does on MOSS. Follow the steps outlined here: http://technet.microsoft.com/en-us/library/cc263363(office.12).aspx#Section4 users will be able to access the URL of the site to get to the list, but they won't be able to see anything except the content contained in the list. If they use the navigation to go anywhere else they will see no content. So by default they will know that other lists/libraries exist, but won't see any of the content.Paul Stork SharePoint Server MVP

If permission inheritance was already broken on the list then you should be able to jump straight to step #6. If you aren't seeing Anonymous Access on the Settings list you may have to re-establish inheritance of permissions and then break it again to get it to pick up that anonymous access is now available. make sure you document what your custom settings were because when you re-inherit you will lose them and have to re-apply them when you break inheritance again.Paul Stork SharePoint Server MVP
