I keep getting the above error when attempting to do a full windows server backup to device.  It has worked on 4 of 5 servers that were all built the same way.  Any suggestions on what may be causing this?

I assume you are trying to create a scheduled backup - error code 2147942402 sometimes could also be a schedule task related error so I would like to make sure. Please test if you can perform an one time backup with "wbadmin start backup" in CMD.

If issue still exists, it should be a Windows Server Backup related issue. Whether it is the same USB drive when you backup all other 4 servers?

Please also run wbadmin list shadowstorage to see if there is enough space for shadow copied. Set it larger to see if it will help.

If issue persists, please check event for any new error related to Windows Server Backup or VSS. 

And please help collect the result of wbadmin list writers.
