I need create a new rule in my Exchange 2013 system to resolve my company's demands

1. Send  mail to outside if (have attach file => must to input manager in CC field)
2.Send mail to outside if (have attach file)=> Must to manager approval

I checked this link but don't enough information to do that, anybody can help me ? Thank so much !

Try this transport rule.

Note: If the sender's manager attribute isn't populated in Active Directory, the message is delivered to recipients without moderation.

We cannot forward the message to manager for approval and Cc the message to the manager in the same transport rule, so you need to create another rule to Cc the message by changing the rule action.

When i make CC and Foward for approval in only one rule --> Exchange system notice that it not support as the image below.

We create 2 Rule on the LAB, with Priority: CC first and then Approve. 

They work as a couble very good on the LAB, But in the real system, Only CC rule work okie, it seem not be process by Approve. I don't know why, although i created new test user, new test group, new test rule and all of them not content any other old oject, so i think it have no any conflict bettween rules here. 

I worry about the number of my exchange system is more than 150 rule running, may it make the system work with high performance, so it process rules not effective

Now, i don't know how to check which rules working, which rules not work. A can't stop all rule to test only 2 new rule because exchange system is very important for company bussiness, it have to work 24/7 with no down time.
