Generating Procedures Manual from SharePoint List Items

I have created over 400 procedures as individual list items.  Each list item has a unique Procedure number. Procedures are grouped together under one policy title.  I can filter the procedures by title, and only see the set of procedures that apply to that specific topic or sort as needed. So the list is working quite well.

Example:
Policy Title:      Procedure Number:     Procedure Summary          Procedure Text:
SYSA                  SYSA 4.1                       Patching Process                 Patches will be applied to all......
SYSA                  SYSA 4.2                       Patching Frequency             Patches will be applied on the first Thursday of..

PPAD                  PPAD 4.1                      Password Requirements     Passwords will be XXX in length and contain......
PPAD                  PPAD 4.2                      Administrator passwords    Generic admin passwords must be stored....

What I am trying to accomplish is a method of printing these procedures into a document so that the procedures are grouped by policy title in a standard format.  Something like a word document that can be handed to auditors, etc.

Is there a way to generate a report that groups these items by Policy Title and then places them on the report in order based upon procedure number (with the procedure summary and procedure text)?   As a stretch goal I would like to either print all of the procedures or just specific sections based upon Policy Title.  Thank you for your time in reviewing this question.

Do you have Reporting Services setup within SharePoint? If so then I would be opting for this a the solution. So you can specify your grouping, formatting, etc. then print the report.

Alternatively you could export the list to Excel then sort, filter, pivot, etc. within there and print out.

Another option could be to link to Access and create a report within there.

Otherwise it might be some custom development or third-party solution to get what you want.
