Can you connect to the default Sharepoint web site on this machine which should be localhost:80? If you can get to the default site then try localhost/identitymanagement. If you are still getting service unavailable you need to make sure that the account and objectsid attributes have values on the user in question that you are trying to log on with. There are some powershell scripts out in the tool box that will show you how to query user attributes.
