Files do not inherit permissions of the target folder when moved, but retain those from the source.

We have a weird problem Im not sure how to deal with.

There is a file server (Windows Server 2012) and a shared network drive with few folders (I name them Folder 1 and Folder 2) and different permissions managed through security groups with inheritance permitted.

Group A has Modify permission to the Folder 1 and Read Permission to the Folder 2
Group B has Modify permissions to both folders 1 and 2.

A person who is a member of the Group A saves email attachments into the Folder 1. These newly created files inherit the permissions form the Folder 1

Another person who is a member of the Group B rename the files and moves them finally into the Folder 2

And this is exactly where the problem occurs, the files which are now stored in the Folder 2 do NOT inherit permissions from Folder 2, but retain permissions from the Folder 1 leading to the effect that the person who has Read only permission in the Folder 2 still can delete them.

As far as I know, this behavior was default prior to Windows XP. But in this case we have the same behavior when using fully patched Windows 7 Enterprise and Windows Server 2012.

Is there a way I can change this so that the files moved from one folder to another inherit permissions from the destination folder without retaining those form the source. Explicit file permissions are not being modified at any step.

Thanks a lot.

Do both shared folders exist on the same volume? If so then NTFS permissions are preserved.

Yes, they do, but... I hope I'm correct in my statement, this was changed since Windows Vista arrived and according to this article  there was a hotfix that should correct it by Windows 7 and Windows Server 2008 R2.

We are deploying Windows server2012 and, when attempting to install the hotfix on the client machine there is a message stating the hotfix cannot be applied as it is not compatible
