You need to look at the SMSPXE.log file on the PXE DP. It logs the MAC address of the client that it is processing. You should look for the MAC address of the client that you are trying to PXE boot. There are log lines there that will tell you why the client boot was aborted.

You can see in the SMSPXE.log

This means that the computer you are trying to PXE boot doesn't have any task sequence advertise to him.
Either you enter the computer in SCCM and put him in the right collection to get the deployment or you deploy the task sequence to the unknown computer.
Don't know but looking at the smsts.log you posted it`s missing a lot of info. If you look at the error it tell you could not get policy so it`s either like i said in my post above or no network to talk to SCCM
Was the machine booted using a bootable media or something.
The machine booted through the Task Sequence. I can paste the creation of the Task Sequence if desired.

According to your logs:
1. The client machine is 'unknown' to the SCCM site.
2. There is a task sequence deployed to the Unknown Machines Collection. This is a 'required' deployment.
3. The client machine has run this 'required' deployment in the past. The PXE server is aborting the boot process for this client because it has already run this deployment.
If you really need to run this deployment again, you need to select the 'Clear Required PXE Deployments' for the collection.

I have google but i have not been able to find that option or check mark in my sccm server.

It may take a while for the Required PXE Deployment flags to get cleared from the database, due to replication delays. If you wait for some time, the flags should get cleared and your client should be able to boot again.
Please try running this WMI query on your site:
select from * SMS_LastPXEAdvertisement where SMBIOSGUID = 'NNN-NNN...'
using the SMBIOS ID of you client.
After the client runs the required deployment, you will see the client listed in this table.
After you 'Clear' action, the client should be removed from this table.

You need to run that query against your SCCM provider, which is 'normally' on your site server.
As for the SMBIOS ID, you can get that from the SMSPXE.log file. Next to the MAC address, the log lines will also have the SMBIOS ID.
One more thing, are you doing the Clear PXE Deployment on the Primary site? If so, please try doing it on the CAS. I suggest that you try this first before you try the WMI query.
I have a small, small site. I have a virtual lab at home so i can experience SCCM which will eventually we are going to put in production in the company with about 500 clients. The fact my site is real small i do not understand why there is lots of latency or takes too long to apply policies and so on.
I am assuming the SCCM provider is my SCCM server, right ?

Please look up this ID from the SMS_LastPXEAdvertisement class. After the first boot, you should see an instance of this ID. After you perform the "Clear" action from the UI, this ID should disappear from the class.

If your client has not been booted, its SMBIOS ID should not show up here. If it has been booted once, its SMBIOS ID should be listed here. After you do the 'Clear' action, the SMBIOS ID should not be listed anymore.

I did set up a boundary for pxe boot 172.16.5.128. Will this be a problem ?
At what point did you run that? Before the first boot? After the first boot? After the second boot?
You need to run that query multiple times to see what is happening with your database when the client boots. That particular table tells the PXE server whether a client should run a required deployment.
