im encounter below issue during exchange 2013 CU8 setup in windows 2008 R2 enterprise.

If its a new fresh installation i would probably suggest you to uninstall the partial installation and install them 

Because i have come across so many situations where partial installations will  waste our time

According to your description and error message Cannot find arbitration mailbox with name=$name, I recommend run below command to check arbitration mailbox(SystemMailbox{bb558c35-97f1-4cb9-8ff7-d53741dc928c}):
Get-Mailbox Arbitration |FL name, alias

If it indicate that its corrupted, please open ADSI Edit to check the value of HomeMDB attribute. If its missing, please copy the HomeMDB attribute value for a mailbox in the same database as the System mailbox, the Federated mailbox, or the Discovery Search mailbox.
