Excel Web Access - The workbook cannot be opened

I am having a problem with a workbook I am trying to display in a SharePoint 2013 site. When I attempt to view the workbook in the Excel Web Access web part I get the following error "Couldn't Open the Workbook - The workbook cannot be opened." However, if I open the workbook in the browser or excel it works fine. The workbook does contain cell references to another workbook, but to test if this was the issue I placed another workbook in the site with no references, just a plain workbook with a few test values, and it will not display in the web part either. 

I've read about similar problems where the solution was to grant permission to the Excel Services Account but I am not getting the error on other sites in the same web application? Could anything else be causing this error to occur?

Hi,

would you please check whether location of your library is added as trusted file location under excel service application under central admin.

Hi,

Could you please tell where did you store the original excel workbook?

If you create a new page and use Excel web access web part to display the workbook, does it work?

If the issue persists, please reproduce the issue and collect ULS log for troubleshooting.

Okay, updates on my progress:

I granted content database access to the managed account as described in most of the articles on this error. I doubted this was the problem as other site collections are working fine, but this did in fact solve my problem - at first. Once I got the dashboard working I saved the site as a template and churned out 14 more sites - when I added the new workbooks and linked them to the webpart they broke, giving me a new error "Couldn't Open the Workbook - We're sorry, we couldn't open your workbook. - It's possibly corrupt or using a file format that's not supported - Do you want to try and open this file in Excel?" Now these documents won't open in web part or browser view, but they open just fine in the client. 

So, checked the ULS logs and nothing is coming up Unexpected, Critical, etc - not in the web or app servers - nothing. 

So I started with the first suggestion by Ibraham K. I listed the entire site collection and all it's children as a Trusted File Location. The reason I went so far is the site collection has 52 'Office' subsites, each having it's own excel workbook that is aggregating up to 15 'roll-up' excel workbooks in the 'Division' subsites. 

The 15 'roll-up' workbooks have references to the office workbooks that are relevant to that 'Division.'

Also made sure that xlsx wasn't listed as a blocked file type - not that I thought it would be. Tried downloading the workbook, deleting it out of SharePoint and re-uploading to no avail. I'm sure I tried some other things I'm missing...

Oh, and the first site that I used as a template once I got it working the first time - doesn't work anymore.
