Yes, the emails go to Site Collection owners. But you have put it interestingly, my guess is, it goes to both Primary & secondary Contacts that is SPSite.Owner and SPSite.SecondaryContact as SPSite.Owner is the primary site collection administrator & SPSite.SecondaryContact is the secondary site collection admin BR, PM
