Event 5436 - Mangement Point not Accessible

I have a new 5436 issue related to the "500 - Internal Server Error."  This was not resolved with an un-install and re-install.  Here is our setup:

- Remote SQL 2008 failover cluster.

     -SCCM computer account is a member of the local administrator's group on each SQL node.

     -Dedicated SQL instance using a custom static port (SCCM would not even install until we changed the port from dynamic to static)

- SQL SPN registered to SQLServer:customport# domain\SQLserviceaccount (not domain\SCCMaccount)

- SQL SPN registered to SQLServer.domain.com:customport# domain\SQLserviceaccount (not domain\SCCMaccount)

- mpcontrol.log shows:

Yes.  It appears that we have a successful SQL connection, but I have no idea where else to look for the problem.  I have this in mpcontrol.log repeatedly but it isn't helpful to me:

This thread - http://social.technet.microsoft.com/Forums/hu/configmgrsetup/thread/f9721f32-a5ef-4cec-934c-789d03a0e254 - mentioned checking the ODBC connection.  The "Test Connection" button succeeded.

According to this thread - http://social.technet.microsoft.com/forums/en-us/configmgrsetup/thread/807F6A1C-970B-4991-848B-E4BCD91EEAF3 - I granted "Read" and "Read & Execute" permissions for the Everyone group on the \sms_mp file path.  There was no web.config file.

This thread - http://social.technet.microsoft.com/Forums/en-AU/configmgrgeneral/thread/29841244-c597-4b3f-909e-ec7af70c57be - mentions an MP Troubleshooter tool.  Is there an equivalent tool for SCCM 2012?

This thread - http://social.technet.microsoft.com/Forums/en/configmgrsetup/thread/f9721f32-a5ef-4cec-934c-789d03a0e254 - recommends checking that anonymous logon access is enabled for the \sms_mp virtual directory in IIS.  It is enabled.

We have experienced connectivity issues when using a Cluster which was caused by the Native R2 client, replacing it with the 2008 native client resolved our issue. This may not help you though as all your logs seem fine, but I thought I would put it out there anyway.

First, does the install actually create the site database CM_ROC on the active node of your cluster?

Second, does the install create the IIS virtual directories on the primary?

Yes, I know this is an old post, but Im trying to clean them up. Did you solve this problem, if so what was the solution?

Since no one has answer this post, I recommend opening  a support case with Microsoft Customer Support Services (CSS) as they can work with you to solve this problem.
