check the account you use to write to config database has sufficient access level.

Can;t figure out.

Only C:\Inetpub\wwwroot\wss\VirtualDirectories but no %systemdrive%\inetpub\wwwroot\wss\config folder exists
"check the account you use to write to config database has sufficient access level."
Check sql server login security under database config or...?
