I am facing the mentioned error when I am trying to access the query rules from site collection settings (/_layouts/15/listqueryrules.aspx?level=sitecol, /_layouts/15/listqueryrules.aspx?level=site). This happened when I tried to access after creating few query rules at Search Service Application level. After further analysis, the possible reason is identified. If you have any query rule with more than nine promoted results (max allowed are 10) then this issue starts off.

The only possible solution what I see is to maintain all the query rules with less than or equal to nine promoted results.

Has anyone faced this issue ? Have you used any other solutions ?

Per my test, when I created a query rule with over 9 promoted results in search service application, I got the same error with you when access to query rules at site and site collection level in SharePoint 2013.

You need to maintain all the query rules with less than or equal to nine promoted results.
