Drag'n'Drop on Web Parts In Edit Mode Not Working When X-US-Compatible Is IE=11

Hello,

when the compatibility settings are above IE=10 the web parts cannot be moved between/within the web part zones.

Steps I have done to reproduce this on clean environment:

  1. Created a new sharepoint publishing portal
  2. Tested on the default page that web parts can be moved in IE 11
  3. Downloaded the master page seattle from gallery
  4. Replaced the following line:
     <meta http-equiv="X-UA-Compatible" content="IE=10"/>
    with:
      <meta http-equiv="X-UA-Compatible" content="IE=11"/>
  5. Uploaded the master page to the gallery.
  6. Published major version.
  7. Entered edit mode on the default page.
  8. The web parts cannot be drag'n'dropped.

Do you have any idea about a fix for this?

Try putting the site into the Intranet Zone, and have the box checked for "Display intranet sites in Compatibility View"

I want a solution which does not include changing IE settings. And also want to find some information explaining why the latest Microsoft browser is not fully supported with SharePoint 2013.

Every application can't come automatically configured to work with every other application, even if they're both from MS. Tweaks here and there are going to be required. If you go in and make a settings change and then everything works fine, I would call that "fully supported."

Also, you WANT a solution that doesn't require IE changes, fine. But did you at least try and see if these changes affect anything? We need to at least do our due diligence in troubleshooting and root causing before we can ask for particular solutions my friend.

I think the issue may be related to a conflict between this drag-and-drop functionality of SharePoint for web parts with IE 11's drag-and-drop functionality for images.

Using IE Developer Tools, I put the browser into Edge mode with a web part page in edit mode and tried to drag and drop a web part. When placing the mouse cursor over the web part's header I got the 4-directional arrow cursor, but my attempt to drag and drop only resulted in selecting text.

With the same page in 10 mode (the default for our SP 2013 environment), I got mixed results. Firstly, when dragging from the header, I saw both a "ghost" image of the entire web part, and also a small blue rectangle with the web part's title. I believe the "ghost" image was the browser trying to drag-and-drop an image, and the blue rectangle was SharePoint trying to drag and drop the web part, at the same time.  When dragging this pair of objects to the intended location for the web part, on most attempts I would always get the "no" symbol on my mouse cursor at any place on the page and no movement of the web part would occur; on some tries, I would get a cursor like you see in the image below and could successfully move the web part to a different location; and on some tries, the cursor would mostly display the "no" symbol, but frequently flicker to an arrow for brief instants, and if I released the mouse button at exactly the right moment I might successfully move the web part.

Putting the browser into 8 mode, drag-and-drop consistently worked fine.
