Try reinstalling your network adapter drivers and running the network troubleshooter. You can also try resetting the TCP/IP stack (running the NetShell Utility) by running the command "netsh int ip reset c:\resetlog.txt" as an elevated administrator.

VPN connection properties seems to be not available to manage through the GUI also. This used to be a known issue under the Windows 10 Preview.
I will help to collect this at my side.
Meanwhile, please consider take use of Netsh or powershell command to change the settings from command line.
