Whenever I shut down my pc and turn it on via power button I boot into desktop and my desktop icons look like http://imgur.com/1BJcDeX

Note. This is ONLY when I shut down. If I restart my P.C everything looks normal http://imgur.com/VpQyVzu

I have tried refreshing my icons cache, changing registry values and every time I reboot my computer I get massive icons. I am out of possible reasons and explanations.
