What is the Windows and Internet Explorer version ?
If you use Internet Explorer 11 and Windows 8 and Windows server 2012, please take a look at the following KB.

1. User Configuration\Preferences\Control Panel Settings\Internet Settings
2. Select Internet Settings and then right-click to select New and choose the option of Internet Explorer 10
3. Configure the desired Internet Explorer Preference settings and click Apply and then OK
About other version like Windows server 2008, please take a look at the following blog.

The above will work but the use of 'Preferences' in Group Policy only applies the setting once and allows the users to change the setting..
In order to reinforce the setting I use
User Configuration\Policies\Windows Settings\Internet Explorer Maintenance\Connection
Which gives you options to set Proxy Settings or a Automatic Browser Configuration PAC file...
I also use the setting
Computer Configuration\Policies\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel\Disable the Connections Page
Which hides the Connections Tab in the Internet Options to prevent users from even seeing the setting.
Heavy Handed, maybe but the few "Have a go" users who may be tempted to try and fix their connection problem. normally end up causing more harm than good and raise the support cost. If they can't see the setting to start with then they can't mess...
