Thx for answer but i tried what was suggested in article and didn't work! I can't find .NET framwork in install folder but it's installed for sure and i can't repair it neither remove it. but i try dotnet repair tools see if it works. Would be nice if i could somehow se what error message in P9 is.

Problem solved! I was missing WSUS 3.0 SP2 i just installed it and now it works like a charm!
