Is there an easy way to tell if an administrator has just clicked inactivate alert ( i.e. not dealt with the problem) , or if they have dealt with the problem that has generated the alert?

Under Monitoring and Alert in your console you can check the checkbox that says "show inactive alerts"

Is there an easy way to reactivate an alert?
I overtook a DPM and they're is a tape backup from the last weekend of a whole protection group mishandled.
Now it would be easy to reactivate the "failed backup" alert and rerun the job.
But I could find a way to do it.
