DHCP Not Receiving Traffic

Hi there, 

I work at a small private school and our primary DHCP server is on the fritz.  Some days it works fine, others not so much.  We thought "no big deal, we'll just set up another one on an existing VM."  Sadly, no matter what we try here it doesn't seem to receive requests nor does it issue offers or acknowledgements.  We've tried:

Giving the two VMs the same network adapters, having them on the same host, giving the new VM the same IP as the old one, disabling all firewalls on the new VM, checking all packet forwarding routes (finding nothing enabled), and DHCP forwarding.  All have ended with no success on the new VM.

So, what are we missing? Is there a way the VM could be blocking all incoming DHCP traffic, despite the ports being opened on the (disabled) firewall? :( Please help

check if there is other DHCP servers on the network with this tool:
