I hope the question makes sense. I need to create a site structure based on a configuration xml file. I been trying to Google for answers but I'm still confused on how to approach this task. I'm completely new to SharePoint so if anybody can point me into the right direction, it will be highly appreciated.

I think you will have to write this yourself because you may not be able to get what you need exactly. I had similar requirements and I wrote a Console app which takes an XML file as an input parameter. Alternatively, you can write feed your XML file to a PowerShell script and have your powershell commandlets do the work for you.
